If you have a player that is in a contract year at any time during the season that you would like to extend the contact of you may submit a proposal under the forum Player Extensions. The contract will be passed or vetoed by the three LM's and the contract will start right then and the old contract will be gone. But this is only good for people in the last year of their deal.
You will have 2 chances to re-sign the player before you may not make any more offers until the off-season. The contract offer must be more than the current contract the player is playing under. All contracts will be voted on by three LM's, and the majority will rule.

After thinking about this I am making changes to this.
1) Anytime a team extends a player you will have the chance to do the same. If you choose not to or are unable to do so due to budget you may retain for the remainder of his existing contract.
2) If the player is not extended by the team then 2 weeks before we hold our own FA auction you will have an opportunity to resign your player. The LM's will judge based on "expected" salary, player's intentions (IE, "I want to see whats out there"/ "I want to win a championship"/ "I want to finish my career here"). If your salary figure is close to where we think it should be we will counter and let you submit one more proposal. If your salary is what we deem a "slap in the face" your opportunity to sign him will be gone and you may bid in FA but will have to pay a premium over the highest bid to get him. (like 1 or 2 million a year)

I think the league managers will have too much power. Anything this subjective needs to be league-based.

I can see that. I think if over 50% of the league outside of the LM's believes something to be unfair then the move will be reviewed. Or if the free agent in question gets 50% vote about a deal being unfair, say Carl Crawford getting resigned for about 9 million a year, then the player should go to free agency and the bidding can begin on said free agent?

I am planning on holding the FA auctions late in the offseason so most people will already be signed and others will have price tag rumors whirling about. So you will know about how much is necessary to sign him.
I am not looking to screw anyone but in real life the player/egent have all the power. For example if it is known 100% that a player wants to go out onto FA then You will not have a chance to resign him.
How about this if you think a LM move was unfair you may put it vote and if 5 of the remaing 10 owners (minus 3 LMs, and 1 filing grievance) agree that it was unfair then it will overturn the LMs.
I assure you though that as long as your offer is in the realm of "reality" you need not worry. If you like you can even ask me what the price range will be to resign a player.
