If you release a player, he will be put on Irrevocable Waivers for 48 hours. If he is not claimed in that time period, you will be responsible to pay half of his contract for the rest of that year. If he is claimed, then you are not responsible for any of his contract and the team that claims him pays his full contract.
If you decide to place a player on Revocable Waivers and he his claimed, you have the option to pull him back, trade him, or let him go and not have to pay any of his contract. If you claim a player, and the other team decides to let him go, then you absorb his full salary. If a player clears waivers, he becomes a Free-Agent and may be signed by anybody in the league.
All of these transactions will be processed by a League Manager.
Once you claim a player and get him, you will be moved to the bottom of the waiver order.
